For this essay I would probably go 4 paragraph style. Make the first part about what liberties they did have and then the second about what they didn't - or vice versa. Usually with questions that ask about extent I like to go with the approach of saying what is there already, and then go on with how it could go farther. For the thesis I'd go with something like "while there were some liberties, they didn't have as many as they could have" - not a really great thesis there, but that's the general idea I would go for.
