The role of the U.S. president has greatly changed over the years. The original plan for the executive officer was for him to react to Congressional laws and monitor their implementation, to represent the nation in foreign negotiations, and to suggest a list of national priorities. The Founding Fathers did not trust a single, powerful leader and made almost all of the powers contingent on Congressional involvment. The president could command the military, but funding and rules would come from Congress. Treaties and appointments were to become official only with legislative approval.

Yesterday the Japanese Navy attacked the United States Navy Base. The United States Navy Base was in Pearl Harbor which is West of Honolulu on the island of O?ahu, Hawaii. They attacked because the Japanese wanted to destroy the United States ships and weapons before they could fully get into World War II. They tried to do this by having two waves of airplanes. The first wave arrived at 7:55 a.m. and contained 183 planes. The next wave came about an hour later and consisted of 167 planes.
