What was the year Jefferson actually approved the Louisiana purchase?

Also can anyone explain the Marbury v. Madison case? I read about it in the text but i guess i am crazy. I also looked in a book titled the Oxford Companion to United States History by Boyer. I guess Ijust need a person to say it to me rather than reading from a written work. thanks .
