public education in the early nineteenth century

Q: How did the public education in the early 19th century pay for stability and democracy?

the book said that it did, but not how...i can't think of how.....if you have any suggestions, links, or ideas as to where to find the info, please let me know ASAP. this is part of an essay i am writing that is due on monday.
