Progressive vs. New Deal

"Despite superficial similarities, the domestic programs of the New Deal constituted a fundamental departure from those of the Progressive era." Assess the validity of this generalization.

*gulp* HELP?

I need a thesis, I have something like they were similar because the both improved American economy and politics but they are different in the ways they did this.

plus, i dont even know what to compare.
suggestions would be grrrreatly appreciated!!!
