Only congress-lim power. Mess. Of state legis. No power to tax or reg commerce. No central military only state militia. States had ALL power 1787 rebellion caused revision. Delegates met in Philly May 1787 not to revise A.O.C but draft new form of gov. Constitution Preamble Sets out it?s purpose & general principles. (improve upon AOC) Article 1 Outlines comp and responsibilites of the legislative branch. 2 chambers of Congress. House-2 yr terms. Senate-6yrs(staggered elections).
