Special Session This is a power delegated to the president to call Congress into an emergency meeting if they are not in session at the time. Redistricting This is the process of redrawing political boundaries depending on the population represented at the census. Reapportion The changing of the amount of seats in the House of Representatives depending on the newly redistricted boundaries. At-Large The representative that represents the whole entire territory rather than just a small portion or district.
