Two good sources, for the amount of information you need, are our outlines located on the main site, and the notes here: http://www.geocities.com/theamericanpageant2/

In the 12th edition, chapters 24-27 cover different aspects of that era (ch. 27 is about foreign policy, not all that useful), so in our outlines which are for the 11th edition, the chapters might be different - like 23-26 or something like that. Just look at the time periods to find out.

for the first question - I'm not sure about govt. policy, but otherwise they're looking for how improvements in agriculture (mechanical farming and agricultures) led to increased production of crops, and then how that overproduction led to inflation and the inability of the farmers to turn a profit. They produced so much that their crops weren't worth as much (supply and demand) and they couldn't make enough money to stay afloat. To make things worse, they owed lots of money to the big banks, which is why when the Populists and the Grange and the Farmers Alliance and the Greenbacks all organize politically they called this period "the revolt of the debtor". Look up the Populists to find out more on that topic.

For the second question, they're looking for you to compare Teddy Roosevelt's Latin American expansionism and McKinley's Spanish American War to the previous expansionism of guys like James K Polk. Compare how we were weak militarily and economically and had to stay close to home (manifest destiny, LA purchase), to now how we are militarily and economically strong and can declare war on whoever we want (Spain, Philippines).
