powers reserved to the states and to the people: powers not delegated to federal government are reserved for states & people
slavery prohibited
civil rights for ex-slaves: all persons born in US are citizens; when a state denies citizens the vote, its representation shall be reduced; certain persons who have been in rebellion are ineligible for federal & state office; debts incurred in aid of rebellion are void; congress can enforce provisions of this article
suffrage for blacks: black males can vote

direct election of senators: senators shall be elected by popular vote
