Established by Otto von Bismarck as protection from France. He also had a pact with Russia that died when William II made him resign, Russia then allied with France.0

Proposed to go through Belgium then attack France, Belgium resisted, other countries took up their aid, long fight, used trench warfare. It led Britain to sign friendly agreements with France and Russia.1
