What does it really take to get in there? I mean like I either want to get into Stanford or UC Berkley. I have good grades (all 90s and above) but I don't know if that is good enough. I haven't taken my SATs yet (planning to take them in the spring) but I also plan on taking them twice so I can get a really high score. Do you think that that is enough?

Yes, you are doing better then most people.
You need more than just good grades. Community hours, extracurricular activities, place top 3 in math/science/literature/etc. contests, sports, clubs, and more. Universities like Stanford and Berkeley ask for more than just good grades and high SAT scores.

It's true that schools look at more than grades. They look for involvement and leadership too. If you aren't in any clubs, I'd see about joining some that interest you. Just keep busy and you should be fine :D

Re-taking SAT doesn't look good on your college apps sometimes. I'd suggest that you take both SAT and ACT so you can give the highest score to the colleges. They probably want to see some outside awards like first place award from math competition or whatever.
I never forget a face, but in your case I'll be glad to make an exception.
