There is no where in my book where is states that citizens have argued that congress is too powerful or not powerful enough. Does anyone know?

I'd say look at the debates about the constitution. If I'm remembering correctly, there were a few people who thought that congress and the fed. gov. had too much power and others who thought it didn't have enough.
