Bill of Rights

I have an essay due on Friday about the Bill of Rights.

Here's the prompt:

The Bill of Rights did not come from the desire to protect the liberties won in the Revolution, but rather from a fear of the powers of the new federal government. Assess the validity of this statement.

All I really know at this point is that the reason the Bill of Rights was drafted was because the Constitution didn't provide guarantees of individual rights.

If anyone could help, that would be great. Just a few pointers, please. =)
