Declaration of War Against Germany

I have to write a paper about the Declaration of War Against Germany, 1917. I'm supposed to include a perspective and then a counter perspective. I'm thinking maybe I should do America's view and then Germany's view? But then I don't know where to start researching. Any help? Thanks!

well, find someone who's willing to share, you can't find that, then first do the american version. this is easily accessible. the best i can find is this:

capitalization? who the heck came up with this horrible rule?!
