I need websites with a lot of info about how the period from 1783-1789 was a transitional period instead of a critical period.

Can't help you on the websites, but I know John Adams was the one to call it "The Critical Period". He was referring to the 1770s and 80s, and how even tiny mistakes at that juncture would have led to disaster and perhaps the demise of the US. To call it transitional is definitely an understatement, but I suppose that you could argue it was a transition in:
1. Politics - colonial govts --> Continental Congress --> Congress
2. Economics - mercantilism --> boycotting trade with Britain --> Developing our own industry (Hamilton Financial Program)
3. Diplomacy - abandoning Britain for closer relations with France?
Don't know if that will help anyone out or not.
