Primarily the United States. The United States began the war based on two major reasons: land and slavery. Regarding land, the United States was greedy and swept up in the idea of "manifest destiny." President James K. Polk wanted the Texas, New Mexico, and California territories, all rightfully Mexico's, for the United States. Regarding slavery, Americans moving from the United States to Mexican territory (Texas)wanted to bring their slaves with them, despite the fact that Mexico had abolished slavery. Therefore, it was the United States' greed that caused the Mexican War, making them the aggressor.
