public education in the early nineteenth century

Q: How did the public education in the early 19th century pay for stability and democracy?

the book said that it did, but not how...i can't think of how.....if you have any suggestions, links, or ideas as to where to find the info, please let me know ASAP. this is part of an essay i am writing that is due on monday.

Ummmmm....I'm confused.

Is that how the question was worded exactly? Is there any other information? Do you know what kind of payment it was (monetary.....other?)?

yea that's how it was worded....i couldn't find any information in the book other than what it flatly said : Public education paid for stability and democracy. that's it....but i guessed on the essay and i hope it worked....thanx for looking at this and trying to help!!
