James Madison was a poor president. He ranks 4 out of 10 because the challenges that faced him were very serious, and by temperament and training he was ill-suited to deal with them. Coming after Thomas Jefferson, Madison faced a situation where France and England were fighting a war of domination. Each power tried to exploit the weak United States. In spite of his peaceful convictions, Madison was forced to resort to war by the War Hawk faction in Congress. However, this war did not yield the desired results.
