88. The Twelfth Amendment (1804) provides for the reform of the method by which the Electoral College elects the president
and vice-president. Under the Constitution, the electors were to cast their votes for both offices on a single ballot without
specifying which of the two candidates on their ballot was preferred as president and which as vice-president. The candidate
receiving the highest number of electoral votes would then become President, and the runner-up would become Vice-President.
