Reapportionment- the process of reallocating seats in the HOR every 10 years based off the census ?pack? and ?crack?- ?Pack? is designed to concentrate a minority party?s voters in the smallest number of districts possible to weaken their influence. ?Crack? means to disperse a party?s voters into as many districts as possible to weaken their influence. Redistricting- the process of drawing electoral district boundaries, often as a result of population changes Gerrymandering- drawing district boundaries to benefit a particular party, group, or incumbent. Safe seat Incumbent- candidates already holding office. Most likely to win.
