During the 1780?s, America encountered a rough economic period, Shay?s Rebellion, and adopted the Constitution. The main focuses after they declared their independence in 1776 was to settle all the domestic affairs. By 1790, no country messed with America nor did America mess with any country, but at the same time they didn?t respect it as a true country. America needed to build their strength as a new country by getting involved with foreign affairs before any country took over them again.
