THE DEVIL IN DEVOLUTION The favor of letting Washington?s authority fade and to let the states take the lead is badly timed because the economic and cultural ties between the states are getting closer, not weaker. Sometimes states take action because some states win advantages that are worthwhile because other states have to suffer the costs. FULL FAITH AND CREDIT ?Full faith and credit? clause was an issue in Hawaii debating whether same sex couples had asserted the right to have their relationships reckoned the same way as opposite gender couples. If the rule is to be authorized in Hawaii, then it would lead to a national redefinition of what marriage means. If states can refuse to recognize other states laws, then it would make the US a little bit less of a nation.
