Because the Q Act was passed by Parliament and it adressed several concerns that the American colonist were pressing for. Such as; representation in Parliament (denied to Quebec), trial by jury for civil crimes (denied to Quebec) the addition of the Ohio River Valley to the Quebec colony (denied to the Americans by the Proclamation of 1763) and the fact that the largley Catholic population would be able to settle in the valley while the largley protestant American population would not. Precedent setting legislation that the Americans wanted and now feared would be denied.
