Buddhist gov?t policies stored in edicts inscribed on rocks and pillars. -Mauryan empire collapsed in 184 B.C.E. and northern India fell to political fragmentation including rule of Shakas, Scythians, and Kushans. -Andrha dynasty established state in Deccan.
